To unlock the Palpatine Senator outfit, players will have to complete the Battle of Jedi Mission in the Second episode: Attack of the Clones.

If you want your hands on the Chancellor Outfit in Grey, players will have to complete the mission High Ground which can be accessed in Episode 2: Attack of the Clones.
If you want the same Chancellor outfit in a richer color such as Red, you’ll have to make your way to the third episode: Revenge of the Sith, and complete the mission, Out for the Count.
If you want to obtain Scarred Palpatine, then proceed to complete the Droid Attack on the Wookies in the 3rd Episode: Revenge of the Sith.
If you want to unlock the Emperor Palpatine Skin, then go on ahead and complete the mission Senate Showdown in the 3rd episode: Revenge of the Sith.

Unlocking Palpatine will take a bit of time as players need to first go through the first episode of the game and then complete missions in episodes 2 and 3. But, there’s one workaround to this. If you just want to unlock only one version of Palpatine, then you can unlock Palpatine’s Emperor outfit by going into the Cheat Code menu and entering the Code SIDIOUS. And that’s how you unlock Palpatine’s Emperor Outfit without playing through story mode.
