There would be waypoints for you to follow to get to the exact location of the thief. You will have to speak to the thief that is trying to get off-world.
The thief will try to run and escape from you. Chase after them and when they enter their AT-ST, use as many grenades as you can and throw them into the ship and around it as well. Blow the ship up to stop the thief from escaping. You can use a villain character like Palpatine here as well.

Return The Plans of Death Star

When you have defeated the thief, speak to them in order to get the plans back. Go back to Yavin 4 and talk to the Rebel Engineer again. Now you would have completed the Operation Stardust in LEGO Star Wars: The Skywalker Saga and unlocked Death Star.
