What Are Main Launch Events?

Starpath Navigation Event

Okay, so one important thing players should be aware of is that there are two main types of events. There are some that are permanent, while others are only available for a certain period of time. You might be curious to know which one Starpath Navigation is.
The duration of the launch event, which is permanent, is three weeks (21 days), starting with character creation. But what happens if your character creation has not yet begun? In that case, will you not be able to participate?
