Buried inside Dazed’s new GTA 6 feature is a detail that says a lot about how seriously Rockstar is treating its background characters this time around.

A Studio That Exists Just For Pedestrians

Dazed’s interview reveals that Rockstar’s team has more than doubled in size since Red Dead Redemption 2, and one specific piece of that growth stands out: a Los Angeles office dedicated almost solely to the world of in-game pedestrians. Not a team inside a larger studio working on NPCs alongside other tasks, but an entire office built around it.

That kind of dedicated investment lines up with what Rockstar says it was actually trying to achieve. The studio developed new tools and production pipelines specifically to “build the most detailed and varied character population we’ve ever created.

According to Dazed, that variety spans age, height, and body type, along with tattoos, piercings, and visible plastic surgery, all tied to clothing and lifestyle markers specific to different parts of the map. Different regions of Leonida reportedly have their own designed populations rather than reused NPC templates, so the crowd in Vice City looks and behaves differently from the people scattered around the wilderness near Mount Kalaga.

The scale of that investment connects directly to the philosophy Rockstar described elsewhere in the same interview. Rob Nelson, head of development and co-studio head at Rockstar North, framed GTA 6’s world as one built to react realistically to what players actually do in it, rather than treating NPCs as passive scenery. Dazed writes that Rockstar’s games are “converging on real life,” with non-player characters “acting… well, less like NPCs than ever.” Walking down a street carrying a rifle isn’t ignored; the city and the people in it respond.

Nelson described the broader mindset behind that shift: “We look back at our previous games with a critical eye and see where we want to evolve based on what we didn’t do as well as we would have liked to, either because we didn’t have the time, resources or technological capabilities, or in some cases things we just didn’t do as well or consider as fully as we could have.”

This isn’t the only sign of how much manpower Rockstar has poured into world detail. More than 50 real street artists were brought in to design in-game murals, including work in Vice City’s Stockyard district, based on Miami’s real Wynwood neighborhood.

The team handling vehicle handling is reportedly made up of literal race car drivers. Between the dedicated pedestrian studio, the mural artists, and the driving specialists, the picture that emerges is a production built less like a traditional game studio and more like several specialized teams working in parallel, each treated as its own area of expertise.
