First of all, you will have to complete four drink events with her, but even before you can get to that, these tasks must have been completed. These tasks are:

Unlocking the coliseum in Chapter 2.
Reach the gold rank in the Coliseum.
Reach Akame network level 19.

Important: To be exact, you will have the first drink event unlocked once you reach a gold rank in the coliseum.

For the next 3 drinking events, all you have to do is to get to level 19 of the Akame network.
Reaching level 13 will unlock another event, level 16, and then level 19.
Now, you will have unlocked all the drinking events.

While you are on all these drinking events and are bonding with her, you will be forced to deal with some dialogues. But honestly, whatever you say doesn’t matter since everything leads to the same ending. After attending these events, you must fight off some thugs in Sotenbori. Once you have successfully completed this, your bond with Akame will be at the maximum level. You will receive your reward.
