It is a weapon, particularly a Melee weapon. It can be obtained as a reward for Grand Duke Quest. Hitting and damaging the enemy with this bow will allow you to gain 2 Lightning Charges

The Speedy Lightfeet

It is an item, particularly a pair of Boots. It can be obtained as a reward from a chest located in the Blighted Village beside the Windmill. From my experience, using the Dash Skill while equipping these boots will allow you to gain 3 Lightning Charges for every use

It is an item, particularly a pair of Boots. It can be obtained as a reward from a chest located in the Shattered Sanctum beside Minthara. I discovered that starting the turn in electrified water while equipping these boots will allow you to gain 3 Lightning Charges for every use.
