The first two perks of each package in the COD Warzone 2 are available right away at the start of the match. At the same time, the third and fourth ones are available after 4 and 8 minutes, respectively.

It does seem and sounds great from the previous point of view, but it might not be very soothing when you see the other way around. Your enemy would also be able to track you, and you can also be a victim here. 

What possibly can make the players like the perk more can be a countermeasure of it. There should be something to counter-tracker which can retard its effect in some way. Reducing the footprints to 4 from 8 or something in a similar context can work here.
