It is not only the best at mining; I believe Penking is the best Pal you can get for your growing base. After you’ve leveled up a bit, you can go and fight Penking in Sealed Realm of the Frozen Wings, who’s Lv15. You can also find it roaming around on a deserted land on the bottom right of the map.
What makes it best for early-game is his other work suitability, which is all Lv2. He can mine and transport resources right away, water your farm, and do some of the handiwork.

I use Astegon exclusively for mining. With Astegon’s Mining Lv4, he can collect resources much faster than any other pal. Even though he has Lv1 Handiwork, it’s practically useless at that point of the game when you’ve got better pals for it.
You will have to keep assigning him to mine if he goes off to do some handiwork automatically.

My Thoughts
