Unlock cement in Palworld using technology points once you reach the level of 19. After reaching level 19, find cement next to the Breeding Farm option in the technology tab, and unlock it using 1 Technology Point. Now you can craft cement in Palworld using the following materials:

My Thoughts

Gathering as many stones as possible helps greatly in the farming of cement. At first, I constructed a Stone Pit which required 50 Stones, 10 Paldium Fragments, and 20 Wood. Moreover, I defeated several of the best water pals like Suzaku Aqua to collect Pal fluids

Collecting bones was a little bit difficult as you had to defeat specific types of pals like Anubis or Bushi to acquire bones.
